Description of Responsibilities :
The overall authority of the Director of UNESCO Jakarta Office and the direct supervision of the Head of the Education Unit, the incumbent serves as National Programme Officer for Education in the UNESCO Office in Jakarta. The incumbent is expected to support the development and implementation of the Education Unit's programme, in particular in the field of Education Policy and Capacity building. The post will bring a strong background and capability in educational policy and planning methodologies, institutional capacity development as well as adopting a vision intergrating education activities with those of other programmatic sectors.

In particular, the incumbent will work :
  1. To strengthen capacities in integrating the principles of ESD at the policy and institutional levels in Indonesia in a close working relationship with central and local governmental ministries & entities. To assist Indonesia in better addressing the remaining challenges identified in the National EFA 2015 Reviews and other education challenges through promotion of partnerships and coordination - by providing technical supports of the National EFA 2015 Launch and Reviews in a close working relationship with representatives of the Ministries of Education, other relevant government ministries/agencies, NGOs, CSOs and the private sector, and also through coordination and interlinked joint acceleration strategies, action plans, and monitoring mechanisms for the new post-2015 national education development agenda. 
  2. To improve the quality of pedagogy and learning assessment practices in non-formal ECCE services catering to children from disadvantaged backgrounds - a.o by developing and socializing of guidelines and building corresponding capacities on effective pedagogy and learning assessment practices for non-formal ECCE teachers in Indonesia.
  3. Maintain close contacts with the concerned national/local authorities and contribute to the development of national education planning tools and policies. In this context, maintain and ensure relations with education related institutions and relevant intergovernmental and non-governmental organizations.
  4. Supports UNESCO's involvement in UN country programming and joint UN initiatives, including the preparation of Common Country Assessment (CCA), United Nations Development Assistance Framework (UNDAF), Country Programme Document (CPDs) and Country Programme Action Plan (CPAPs) in the areas of Education Planning, Policy and Capacity Building and other relevant education areas prepared by the Unit and Sector.

Required qualifications:
Education:  
  • Advanced University degree (Master or equivalent) in education or related field of Social Sciences with emphasis on Education policy and planning, management, research, monitoring and evaluation.
Work Experience:
  • A minimum of 4 years of progressively responsible relevant experience, of which at least 2 years in the planning, development and implementation of educational programmes.

Skills/Competencies:
  • Excellent coordination and interpersonal skills;
  • Analytical skills, ability to collect, synthesize and analyze information from various sources;
  • Proven ability to identify emerging educational trends and needs and ability to plan strategically;
  • Demonstrated ability to translate strategy into priorities and action;
  • Excellent written and oral communication skills, including the ability to prepare, present and discuss findings and recommendations on issues clearly and concisely.
  • Ability to work in a team and to maintain effective working relationships in a multicultural environment.
Desirable Qualifications
Education:
  • Academic background in the field of education policy, pedagogy, teacher education, gender equality, curriculum planning, and/or economics of education.

Work experience:
  • Professional working experience in the education sector, preferably with government and with international education sector development partners, and in depth knowledge of the challenges in the sector

Skills/Competencies:
  • Drive for results, persuading and influencing, coping with pressure and setbacks

Languages:
  • Knowledge of French would be an Asset.
Education:
  • Academic background in the field of education policy, pedagogy, teacher education, gender equality, curriculum planning, and/or economics of education.

Benefits and Entitlement
